The Israel Ports Development & Assets Company Ltd (hereafter "IPC") is intending to prepare a list of bidders in connection with Proofengineer's Second Opinion Services, concerning the Design of Quay Structures for a new Container Terminal at Ashdod and/or Haifa Port. The Design of the Quay Structures is being performed by DHV BV the Netherlands Ltd for Ashdod Port and by Han Padron Associates for Haifa Port, both serving as Consultant Firms to the IPC.

1. Anticipated Preliminary Design Data:

1.1 Port of Ashdod:

  • Container Quay # 27 with the following characteristics: 
  • Total length of approximately 1050 m. Design Ship: Suez Max/li>
  • Design Water Depth of 17.8 m LSD.
  • Quay structure made of main steel sheet pile wall, rear anchor wall, and Tie Rods.
  • Concrete Fascia Beam including Quay accessories (Bollards, Fenders, Ladders etc.). 
  • Crane Rail Support Beams resting on Cast in situ drilled Concrete Plies or Driven piles placed in compacted sand fill. The distance between rails is 35 m.*  Quay # 28 with the following characteristics:
  • Total length of approximately 500 m.
  • Design Water Depth of 17.8 m LSD.
  • Concrete Fascia Beam including Quay accessories (Bollards, Fenders, Ladders etc.).
  • Crane Rail Support Beam leaning on Caisson structure and/or piles. Distance between rails is 16 m.


1.2 Port of Haifa:

  • Container Quay # 6 with the following characteristics: 
  • Total length of approximately 1100 m. Design Ship: Suez Max
  • Design Water Depth of 17.3 m LSD.
  • Quay structure made of main steel sheet pile wall, rear anchor wall, and Tie Rods.
  • Concrete Fascia Beam including Quay accessories (Bollards, Fenders, Ladders etc.).
  • Crane Rail Support Beams leaning on Cast in situ drilled Concrete Plies or Driven piles in to compacted sand fill.. The distance between Rails is 35 m.*  Quay # 7 with the following characteristics:
  • Total length of approximately 500 m.
  • Design Water Depth of 14 m LSD.
  • Quay structure made of main steel sheet pile wall, rear anchor wall, and Tie Rods.
  • Concrete Fascia Beam including Quay accessories (Bollards, Fenders, Ladders etc.).
  • Crane Rail Support Beam leaning on Caisson structure and/or piles. Distance between rails is 16 m.


2. The Required Information:


2.1 The participant may be a registered entity or a single independent consultant.


2.2 Experience and knowledge:

  • The Participants experience in providing Proofengineering Services over not less than 15 years in the past 20 years.
  • The Participants experience in Quay Structures Design in Ports of not less than 1000 m length (cumulative quantity) with a design depth of minimum 14 m LSD.
  • The Participants has experience in Quay design made by steel bulkhead or Concrete Caissons.
  • The Participant provided Quay structure Proofengineering serviced to at least two different clients in the past.
  • Knowledge of economical and ecological problems.
  • Knowledge of materials.


2.3 Technical Information:

  • Participant should provide a technical overview of the Proofengineering procedures which they provide. This must include as a minimum the check of all structural calculations prepared by the Consultant Firm to IPC and opinions and recommendations concerning Safety Factors, Stability, Deformations, Settlements and Performance of the designed structures.
  • Participant should provide an example of a Proofengineering report performed by it for Quay structure.


2.4 Administrative Information:

  • Participant should provide the following documents:
  • List of projects as per to Table 1.1 attached to this file
  • Recommendations of previous clients
  • Number of Engineers employed at the consulting office and number of engineers with experience in Quay Structure Proofengineering as requested in clause 3.2.
  • CV's of designated staff including diplomas.
  • A formal document that certifies the participant to be entitled to act as a Proofengineer.


2.5 Time Schedule:

  • The Participant should submit his application not later than 2nd March 2010.
  • It is anticipated that IPC will publish a Request for Proposal (RFP) after the completion of approximately 60% of the Design services by the consultant Firms during years 2010 – 2011.
