Notice of Planned Procurement
1. In accordance with the Agreement on Government Procurement (GPA) and the Tender Laws of the State of Israel, Israel Ports - Assets and Development Co. Ltd. (hereafter “IPC”) wishes to receive proposals ("bids") for: Strategic Planning and Design Consultancy Services
2. The IPC intends to sign a framework agreement for such services with a firm with extensive international experiences in a variety of areas as described in the tender documents. At the IPC’s discretion, the services may be performed either in the firm’s home offices or in Israel. Areas covered include:
A. Long and short term strategic planning.
B. General planning, functional planning and design issues related to the handling of containers, break-bulk, liquid and solid
bulk.
C. Concessions and privatization.
D. Second opinions on design and planning issues.
E. Navigation and port basin issues.
F. Environmental and safety issues
G. Risk analysis in relation to areas covered by this agreement
H. Port property development
I. International trade and logistics
J. Port information systems development
K. International port regulatory issues
L. Additional services related to the management, operations and development of a port.
3. The tender shall be governed solely by the provisions contained in the tender documents.
4. It is hereby clarified that no further public notices will be published in connection with this tender.
5. Pre requisites:
The consulting firm must meet the following minimum requirements to participate in the tender:
a. At least 10 port planning professionals on internal staff.
b. At least three projects during the last four years (calendar years 2007-2010) in each of the work areas described in 2A,
2B and 2C.
c. At least two projects during the last four years (calendar years 2007-2010) in each of no less than five work areas
described in 2D – 2K.
If a particular project covers multiple work areas, the project can be included for each of the relevant areas.
Any bid found to be non responsive or not meeting the Minimum Requirements ("MR"), as shall be determined by IPC in its sole discretion, will be rejected by the IPC and not included for further consideration. Without derogating from the abovementioned, IPC reserves the right, without being obligated to do so, to request from the consulting firms or any of them clarifications and/or supplements, in order to determine whether or not the consulting firm meets the MR on the deadline date for submitting proposals.
6. IPC reserves the right to negotiate or not to negotiate with the consulting firms that meet the requirements of this tender. Furthermore, IPC reserves the exclusive right to request a consulting firm(s) to submit, within a specified time period, further documentation that the IPC may need to determine whether the consulting firm meets the minimum requirements set out above or to score the technical proposal .
7. The IPC reserves the right to award the contract to the firm whose proposal scored the highest final grading, to award contracts to more than one firm or not to select any firm at all.
8. The deadline for receipt of proposals at the IPC is Thursday, July 7th, at 12.00 hours. The proposals must be delivered to the IPC in person at the address in section 10 below in a sealed pre-paid envelope marked “Tender Proposal – Strategic Planning Design Consultancy Services”. The IPC may, at its sole discretion, extend such deadline.
9. All documents must be submitted in English.
