DRIVE THROUGH SCANNER(DTS) Notice of “Pre-Qualification” and Planned Procurement (Purchase

1. In accordance with the Agreement on Government Procurement (GPA) and the Tender Laws of the State of Israel,
Israel Ports - Assets and Development Co. Ltd. (hereafter “IPC”) wishes to receive proposals ("bids") for the purchasing of:

One (1) DRIVE THROUGH TECHNOLOGY SCANNER (DTS) for a pilot project of scanning empty containers as described below (hereafter “the Works” or “the Scanner” or "the DTS" or "the System").

2. The purpose of the pilot project is to evaluate the safe use, performance and effectiveness of such a System.

3. The Works include, inter alia, the design, manufacturing, assembly, shipping, supply and installation, testing, training of IPC/HPC personnel, warranting and maintaining of the System all as specified in the tender documents

4. The tender shall be governed solely by the provisions contained in the tender documents. Without derogation from the aforesaid, the tendering process shall be conducted in two stages:

4.1 The first stage will consist of an examination of the bidders' compliance with the pre-qualification requirements, an examination of the qualified bidders' technical proposal only, and payment of participation fee of 1800 NIS (including V.A.T.), not refundable without any reference to prices.

 Only those bidders submitting a technically responsive and acceptable first stage bid, which meet the minimum requirements, will be invited to submit a second stage bid.

4.2 The second stage bid will consist of the commercial proposal and an autonomic and unconditional bank guarantee in the value of 100,000 Euros or $140,000 .

5. It is hereby clarified that no further public notices will be published in connection with this tender.

6. Pre Requisites

6.1 Past Experience (Scanner Systems):   The Bidder, as the main contractor, must have supplied, installed and commissioned at least 5 (five) container scanner systems since January 1, 2007; and

6.2 Past Experience (DTS):  At least two of the 5 systems referred to in paragraph 6.1 above must have been based on the same x-ray or gamma-ray source  DTS system/technology being proposed to the IPC and:

6.2.1  The DTS must have been in use since 1.1.2011 or earlier, and don't have to included all the accessory equipment that is being proposed as part of bid in response to this tender.

6.2.2  The demonstration of an operating working scanner (and its safety radiation impact) using technology identical or substantially identical to the bidder’s proposed technology which was supplied by the Bidder to one of its customers in an accessible location for IPC personal, or at the Bidder's facility.

6.3 Past Experience - maintenance: the Bidder, itself as the main contractor or through a subcontractor, must have proven experience in providing continues support and maintenance services for container scanner systems since July 1, 2009. The Bidder must attach to its bid information substantiating such experience.

6.4 Engineering and Technical Competence: The following functions are integral part of the Bidder's company structure and activities (all and each one): Design, quality Assurance & Control, after Sale Service.

6.5 Bidders Meeting
The Bidder or the Bidder's representative must participate in the bidders meeting  that  will take place on January 18th, 2012 at 10:00 AM (local time) at Haifa Port, Israel.

6.6  TMR - Technical Mandatory Requirements
 The Bidder must declare the following (declaration to be accompanied by available documentation verifying the declaration):

6.6.1 The system must comply with the IAEA regulation's that relevant to Israeli radiation safety standards and law (such as:
        annual dose to the driver-0.3 mSv per year, radiation field in the restricted area border is less than 0.05 µSv/hr) .

6.6.2 Scanner radiation does not expose drivers to radiation levels exceeding 0.08 µSv during any drive-through at
        5-15 km/hr, regardless of the cargo in the container and based on Bidder's recommended truck speed.

6.6.3 In any safety (such as interlocks fail) the system will go to a failsafe automatically.

6.6.4 The level of radiation, taking into account any shielding, at the borders of the controlled area does not exceed
         0.5 µSv/hr.

6.6.5 The scanner has the capability to scan standard and high cube 20ft and 40ft containers on truck trailers and produce clear
         images that cover the whole container including corner blocks and beams.

6.6.6 Clear images without distortion are produced as the truck moves through the scanner.

6.6.7 The scanner must have the capability of separating images of two containers being hauled by one truck, whether the 
        containers are back to back on a full or semi-trailer.

6.6.8 The system must penetrate empty container, at least 30 m"m of steel.

7. The IPC reserves the right to negotiate with selected Bidders. Furthermore, the IPC reserves the right to request Bidders to submit, within a given time, any document proving a pre-requisite that was not submitted with the proposal and technical documents or clarifications on technical issues (but not any guarantee, if required).

8. The contract will be awarded to the Bidder whose proposal scored the highest combined Final Grading.

9. The last date to submit proposals is not later than February 16th, 2012 at 12.00 hours (local time) at the address specified below.

10. Tender Documents

10.1 The Tender Documents, which are in English, and which contain the binding provisions of this Tender, can be obtained
        beginning of December 14th, 2011, Sunday through Thursday, between 09:00 and 14:00, at the Offices of the IPC, in
        the address specified below, for the non-refundable sum of 200 NIS, included VAT.

10.2 It is possible to study the Tender Documents at the Offices of the IPC at no charge.

10.3 A Potential Tenderer which is interested in participating in the Tender(s) is required to pay to the IPC, before presenting
       its Tender(s), a participation fee of the non-refundable sum of 1800 New Israeli Shekels ("NIS") including VAT with regard
       to each Tender. This fee must be paid at the Treasurer's Department of the IPC or must be deposited, with an indication
       of the name of the Tender, the Tender Number and the name of the Tenderer/Company, in the bank account of the IPC
       at "Bank Hapoalim" Branch 508, Account no.7518.

11. The IPC retains the right but is not under obligation, in accordance with the exercise of its discretion, to permit a Tenderer who did not submit a document,  an approval, a permit, a license, or any other paper (herein, "Required Additional Information") with regard to the conditions of the Tender, including any threshold conditions, except with regard to the Bank Guarantee (Bid Bond) for providing Bid Security, to complete that which was presented to the IPC within a fixed time as set by the IPC, provided in all cases that the Tenderer had or was entitled to receive, at the date set for submission of the Tender,  that Required Additional Information.

12. All documents should be submitted in Hebrew or in English.  Only the full English version of the tender documents is binding.

14. This advertisement does not contain all of the Tender Conditions. The entire and binding Tender Conditions appear in the Tender Documents.  Thus, in the event of any discrepancy between this advertisement and the Tender Documents, that which is stated in the Tender Documents shall prevail.
